1. Background

In 1994, the French doctor and teacher Prof. Jacques Marescaux founded IRCAD in the historic center of the city of Strasbourg. Since its inception IRCAD has expanded to include five centers across the world. IRCAD Africa is the fifth IRCAD in the world after Strasbourg, Taiwan, Barretos and Rio de Janeiro.The institute is developing an innovative surgical discipline by supporting translational research, training and technology transfer activities.

2. Scope of work

The “Surgical Data Collection and Annotation Scientist” annotate medical images on a daily basis and will be responsible for quality reviewing and annotation radiology images for key pathologies. He/ She will work with a growing multidisciplinary team of talented surgical data scientists, clinical researchers that works at the IRCAD clinical knowledge and advanced surgical data science. 

3. About the role

IRCAD Africa is looking for detailed and visual-oriented individual to join its SDS Team with the focus on the democratization of the use of ultrasound in the context of screening, automatic diagnostic and augmented percutaneous surgery assisted by the artificial intelligence.

4. Responsibilities

  • Collect medical images from partner institutions in Rwanda and France.
  • Review and evaluate images to determine quality and if they need to be redone.
  • Utilize his/ her experience with art and design, use IRCAD editing interface to annotate and quality assurance existing labels images with appropriate, pre-defined tags he/she will learn during his/her training and onboarding process.
  • Collaborate with the surgical data science team to help improve the innovation interface and contribute his/her ideas to improve the annotation process.
  • Lean basic machine learning knowledge to better understand how annotations are used, allowing his/her to make judgement calls on edge cases that may come up during labeling.

5. Qualifications

  • A minimum of bachelor degree in Radiography
  • Post graduate qualification in Ultrasound or other Imaging is added advantage.
  • Preference will be given to candidates with previous experience in data annotation.
  • Fluent in English. Good command of French will be an added value.

7. Duration of Work

The duration of the Surgical Data Collection and Annotation Scientist, is a full-time employment contract. He/She will be provided with a computer and expected to attend training sessions.

Legal Advisor

Terms of Reference (TOR)

1. BACKGROUND 

IRCAD Africa is a training and research center in minimally invasive surgery. The principal of IRCAD is to teach internationally the latest techniques in minimally-invasive image guided abdominal surgery, and to research new computer-assisted systems combining developments in software, artificial intelligence and robotics. 

2. SCOPE OF WORK 

  • The “Legal Advisor” main duties and responsibilities include the following: 
  • Conduct legal analysis and research on various legal matters; 
  • Provide advice on different legal issues and assist in drafting legal opinions, memoranda and other documents; 
  • Be actively involved in preparing different acts and legal submissions and draft the authoritative legal opinions; 
  • Assist in reviewing the legal material and any other relevant documents and to identify the most important issues that need to be sorted out on a priority basis;
  • Draw up formalities regarding the settlement of disputes and monitor the implementation of the legal clauses.

3. DELIVERABLES  

  • Report on legal advisory services provided on various issues; 
  • Copy of the draft legal decree in various issues tackled and as requested by the Managing Director; 
  • Report on legal status of the various disputes studied with proposed recommendations;  
  • Final report including all services provided and the recommendations for the way forward.

4. DURATION OF WORK  

The duration of the consultancy is of 12 months. 

5. REQUIRED QUALIFICATIONS  

  • At least a bachelor’s degree from an accredited university in law; – A master’s degree will definitely be preferred; 
  • Extensive experience working with NGOs; 
  • Excellent team player with a proven track record of working with multi stakeholder community; 
  • Strong interpersonal, communication and presentation skills; 
  • Excellent command of English language. Knowing the French language would be an added value. 

6. SCOPE OF PRICE PROPOSAL AND SCHEDULE OF PAYMENTS 

  • Hourly basis fee “All inclusive” 
  • A time sheet must be submitted by the Legal Advisor on a monthly at the end of each month

Information Technology “IT” Technician

Terms of Reference (TOR)

1. BACKGROUND 

IRCAD Africa is a training and research center in minimally invasive surgery. The principal of IRCAD is to teach internationally the latest techniques in minimally-invasive image guided abdominal surgery, and to research new computer-assisted system combining developments in software, artificial intelligence and robotics.

IRCAD Africa aspires to extend the teaching of IRCAD to the African continent by targeting and training principally African surgeons. In terms of research, IRCAD Africa aspires to create the largest research and development team in the field of medical artificial intelligence in Africa.

2. SCOPE OF WORK

The Information Technology “IT” Technician main duties and responsibilities include the following:

  • Assist staff with the installation, configuration and ongoing usability of desktop computers, laptops, peripheral equipment and software;
  • Work with vendor support contacts to resolve technical problems with desktop computing equipment, laptops and software;
  • Work with procurement staff to purchase hardware and software;
  • Assist staff with e-mail servers and establishing new e-mail account, computer conferencing systems, and administrative systems.

 

3. DURATION OF WORK 

The duration of the consultancy is of 12 months. The starting date is upon signature. 

4. SKILLS AND QUALIFICATIONS 

  • 0 -2 years’ experience supporting Windows desktop / laptop PCs;
  • Experience troubleshooting hardware issues and replacing hardware on both desktop and laptops PCs;
  • Experience in installing software, patches, update on desktops, laptops, servers;
  • Experience troubleshooting basis network, software, printing problems;
  • Experience with Windows, and Linux operating systems.

5. WORKING LOCATION

The Information Technology “IT” Technician shall be based in Kigali, Rwanda and available on an on-call basis for IRCAD Africa Office in Kigali, Rwanda.

6. SCOPE OF PRICE PROPOSAL AND SCHEDULE OF PAYMENTS 

  • Hourly basis fee “All inclusive”
  • A time sheet must be submitted by the IT Technician (if necessary)
